Farmers Registration

One time registration for farmers and producers with the Department of Agriculture for crop, livestock, aquaculture and horticulture products.

Agricultural Water Rate P.L. 9-42

Provides for the reduced water rate for qualified individuals engaged in a farming activity such as crop and livestock production, aquaculture and horticulture.

Agricultural Land Lease P.L. 15-18

Current administration of 48 agricultural land leases for commercial agriculture.
Crop Compensation P.L. 20-84/22-64

Provides for one time registration of farmers to be eligible for compensation of farm losses due to a natural disaster.  Requires a disaster declaration and is dependent upon appropriation of funds from the Legislature.

Plant Nursery

Provides for the availability of vegetable and fruit tree seedlings to the farming community at a nominal price.  Encouraging farming activities in the production of vegetables and fruit trees for personal consumption and sales.

Organic Demonstration Farm

Established to promote organic farming practices that would lessen the dependency by farmers on synthetic fertilizers and pesticides that are detrimental to both environmental and applicator.

Bona-fide Farmer Certification

Certification provided to farmers who are registered with the Department of Agriculture and are currently engaged in an agricultural activity and enrolled in one of the programs offered through the Agricultural Development Services Division.

Animal & Plant Industry Programs
Animal Health/Animal Control

To protect and safeguard Guam’s livestock, domestic and wildlife animals from the introduction of new animal and exotic diseases.  Maintain the health of Guam’s livestock and poultry.  Control/reduce the number of stray animals island-wide.  Enforce import/export regulations of livestock and domestic animals to prevent risks of rabies and/or other animal disease outbreak.  Pick–up and dispose of animal roadkills.   To enforce Guam’s Lease Law.

Plant Inspection Station

Provide infrastructure, policy, oversight and scientific support necessary to protect Guam from imported pests and diseases that may impact agriculture, forestry or the environment.  Enforce the Agricultural Law and federal law with respect to imports, exports and pest management within Guam.  Work to control, eradicate or limit the damage from invading alien species.  Assist in the development and expansion of export markets for Guam produced agricultural products.

Law Enforcement (Conservation Officers)

Responsible for the enforcement of Guam’s laws and regulations for the protection of Fish, Wildlife, Endangered and Threatened Species and Forestry Laws.
To protect and serve Guam’s aquatic and wildlife resources through the reduction of illegal activities associated with the taking of these resources; protect life and property and enforce all ordinances under the Guam Code Annotated on the island of Guam.
